Tax Free Mobile Registration for overseas Pakistanis – but with some conditions. Pakistan Telecommunication Authority (PTA) and the Federal Board of Revenue (FBR) have given good news to overseas Pakistanis (Overseas Pakistanis) that they can register a mobile phone in Pakistan without any customs or regulatory duty under certain conditions. However, this facility is available on a limited scale, and some rules and regulations have been set to prevent its misuse.
Who can benefit from this facility?
This facility is only for Pakistanis who are permanently residing abroad or who have spent more than at least 180 days (approximately 6 months) abroad. Each overseas Pakistani will be allowed to register only one mobile phone free of charge in a year.

Registration procedure
- An application can be made online through the DIRBS portal (Device Identification Registration and Blocking System).
- The applicant will have to submit their CNIC/NICOP and travel documents (e.g., passport, immigration stamp).
- The IMEI number of the mobile must also be provided.
- After the PTA verification, the phone will be registered in the system.

Some important points
This facility is for personal use only; its use for business or commercial purposes is prohibited. If a person brings more than one phone in a year, then full customs and regulatory duties will be applicable on the additional phones.
This policy is designed to facilitate non-resident Pakistanis, but the system is being made more stringent for its implementation to prevent fake applications or illegal registration.
The government’s position
The government says that this step is a facility for overseas Pakistanis so that they can bring their mobile phones to Pakistan without any additional financial burden. The aim of this policy is not only to provide relief to overseas Pakistanis but also to bring transparency in the domestic system
Overseas Pakistanis can now register their mobile phones once a year without paying any tax, which is a positive step. However, transparency and honesty must be ensured to avail this facility, so that the scheme is successful on a long-term basis and benefits the country as well.
