PM E-vehicle scheme
PM E-vehicle scheme: The government of Prime Minister of Pakistan, Shehbaz Sharif, has launched a new and revolutionary scheme in 2025 called “PM-E Vehicle Scheme 2025“. The aim of this scheme is not only to provide environment-friendly, affordable, and modern transport to the people of Pakistan, but also to promote technology, industry, and employment opportunities in the country.
The scheme consists of three types of electric vehicles:
- E-motorcycle
- E-rickshaw
- E-car
The scheme is a part of the National Electric Vehicle Policy 2025–30 (NEVP), which is designed to promote clean energy-based transport in the country.

Objectives of the E-vehicle scheme
- By 2030, 30% of new vehicles sold in Pakistan will be electric
- 2.07 billion liters of fuel saved annually
- $1 billion in foreign exchange saved annually
- 4.5 million tons of carbon emissions reduced
- Travel convenience for women, youth, and low-income groups
Government Subsidies and Financial Package
The government has allocated a subsidy of Rs. 9 billion in the first phase of this scheme, under which:

- E-Motorcycle 116,053 Partial subsidy + easy installments
- E-Rickshaw 3,171 Full or partial subsidy
- 25% quota has been allocated for women to empower women.
- The government will provide each buyer with a vehicle in a monthly installment of Rs. 10,000
Promotion of local manufacturing and technology
Under the scheme:
- 90% of the components of e-rickshaws and motorcycles will be manufactured in Pakistan
- Special incentives have been given to protect and develop local industry
- The government has allowed technology parks, battery assembly units, and charger factories

Charging and battery system facilities for vehicles
- 40 fast charging stations are being set up across the country
- There will be one station approximately every 100 km on every motorway
- The government is also introducing a pilot scheme of battery swapping stations
- Installation of EV chargers has been made mandatory in newly constructed buildings
How to Apply for the E-vehicle scheme
- A central online portal is being created where every citizen will be able to submit their application
- Application screening, approval, and payment of subsidy will be done digitally
- The entire process of the scheme will be transparent and automated
- Users will be notified via SMS and email. Updates will be available
Special incentives for women and youth in the scheme
- separate quota for women
- Service stations and repair workshops will be established to employ the youth
- A self-fledged source of income will be created under the “Ride with Employment” model
Environmental and economic benefits
- Significant reduction in air pollution
- Reduction in health problems and savings in government health expenditure
- Low noise, low cost, and long-term use
- Steps towards creating carbon-free zones in cities

Policy monitoring and transparency
- The scheme will be monitored by a steering committee consisting of federal and provincial representatives
- Audit reports will be issued every six months
- The Auditor General of Pakistan will monitor the transparency and performance of the scheme

Prime Minister Shehbaz Sharif said on the occasion:
“Every citizen of Pakistan has the right to clean, safe, and affordable transport. The PM-E scheme is not only a symbol of environmental protection but also the key to employment and industrial development.”
