Under this policy, citizens will have to go through clear and transparent steps instead of visiting NADRA offices, the total number of which has been kept at six.

Under the new NADRA regulation, people applying for identity cards will have to go through the following six steps:

  • Verification of legal guardianship:

The first step will consist of verification of the applicant’s legal guardian. Verification of the father or mother is mandatory for minors or dependents.

  • Verification of personal and family information:

Citizens will have to verify the details and records of their family relationships, such as parents or siblings.

  • Presentation of witnesses and affidavit:

If the application for identity cards of siblings has been made by the mother, then in this case, the presence of witnesses and an affidavit has been made mandatory.

  • Trial wicket mandatory in case of baseless claims:

NADRA has made a “trial wicket” mandatory for such persons whose claims are unclear or baseless. At this stage, the application will be further scrutinized.

  • Payment of fees:

Three different fee categories have been fixed for obtaining identity cards (details are given below), which are mandatory to be paid.

  • Final approval and delivery of the card:

After successful completion of all the steps, the identity card will be issued, which will be provided by post or from the center within the stipulated time.

Fee and Duration Categories

NADRA has set three different categories for CNIC:

  • Normal Application:

Fees: Rs. 750

Duration: 30 days

  • Urgent Application:

Fees: Rs. 1500

Duration: 15 days

  • Executive Application:

Fees: Rs. 2500

Duration: 7 days

These categories allow citizens to opt for the option as per their convenience and need.

According to a NADRA spokesperson, this new system aims to promote transparency, prevent cases of fake identity, and ensure public convenience. An online system has also been activated to save citizens from having to visit NADRA offices repeatedly.
