Eligibility for Transgender in BISP. The Benazir Income Support Program (BISP) in Pakistan has been the largest cash assistance scheme for low-income earners since 2008. Its quarterly amount has been fixed at Rs. 14,500 in June 2025. The scheme now also includes transgender people to address these social prejudices and economic deprivations.

Legal and political background
In Pakistan, the Transgender Persons (Protection of Rights) Act of 2018 provides legal recognition and fundamental rights to transgender people, such as correct gender identification. Under this act, NADRA issues CNICs to individuals with gender “X” or “Khawaja Sira”. BISP has made changes to the registration policy for trans people in view of this law.
Conditions for registration of trans people in BISP
- A trans identity CNIC is necessary
First, get the gender corrected in CNIC from NADRA — i.e., choose “Khawaja Sira” or “X”
- Survey at the Tehsil BISP Office/Registration Center
After CNIC, go to the nearest BISP Tehsil Office or Benazir Registration Center, where you fill the NSER (National Socio-Economic Registry) form.
There is usually a PMT (Proxy Means Test) score requirement, but trans people are specifically exempted from this requirement
- Wait for the confirmation message (SMS)
After submitting the form, approved people are sent an SMS from 8171, which provides payment information

Upon approval, trans people will receive Rs13,500 to Rs14,500 every quarter
To get the money, BISP campuses, banks (including HBL/BOP), or JazzCash agents can be used

CNIC, registered mobile number, proof of residence (utility bill or domicile), and if required, individuals should provide disability or income certificates.
Latest Status
- About 221 trans individuals have enrolled in the Kafaalat program for FY 2024–25, as per the Pakistan Economic Survey
- In June 2025, BISP enhanced digital facilities, including CNIC checking and payment tracking through the 8171 web portal.
