Changes in Bay Form (CRC)
Birth Certificate from the Union Council Mandatory Now, it has been made mandatory to obtain a birth certificate from the Union Council before making a B-Form in NADRA. Three levels according to age:
- Up to 3 years: Photoless form
- 3 to 10 years: With photo
- After 10 years: Biometric + photo
A Bay Form with a photo will always be required for a passport.
Family Registration Certificate (FRC) – Legal Status
FRC is no longer just an information paper but a legal document. New features:

- If you want, use the father’s name permanently.

- Initial registration is cost-free, and all future cards retain their standard fee.
Forgiveness Window for Fake Identity
- If an individual has made fake documents in the past, they can now voluntarily come to NADRA and get them corrected.
- No legal action will be taken

A Clear Definition of Biometric
NADRA has officially established a standardized definition for biometric identification:
- Personal information that is based on physical or behavioral characteristics, such as a photograph, fingerprints, or iris scan
