8171 Ehsaas Program Check: The Benazir Income Support Program (BISP) was introduced in July 2008 to lift poor and marginalized families out of poverty and provide financial security. Its main objective is to meet the basic needs of life and mitigate the impact of food and fuel inflation
The program is particularly focused on women: cash assistance is provided directly to the female head of the household, thereby empowering women and strengthening their role in household decision-making.
BISP uses a poverty scorecard to identify eligible families nationwide through the NSER (National Socio-Economic Registry). It is implemented throughout Pakistan (Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Azad Kashmir, Islamabad). Initially, families were selected based on parliamentary recommendations, but since 2009, the poverty scorecard has been automated. The program also incorporates modern technology: biometrics, smart cards, and an e-voucher payment system.
BISP also focuses on human capital development, education, health, skills, and financial inclusion through various sub-schemes. Thus, it goes beyond mere cash assistance to provide equitable social welfare.
1. Kafaalat
The main pillar of the Benazir Income Support Programme is ‘Kafalat’, which provides unconditional cash assistance of about ₨8,500 every quarter to female heads of poor families

It aims to help with food, housing, and other necessities, increase women’s financial awareness and independence, and reduce poverty. Eligibility is determined through a ‘poverty scorecard’, which is based on the family’s monthly income, property, vehicle, passport, etc. For example, families with passports are not included.
Registration method:
Poor families are first identified through poverty scoring under the National Socio-Economic Registry (NSER). Eligible women register themselves using their CNIC against NADRA data. If found eligible, they are issued a biometric smart card. Through this, the money is received every quarter through a bank or post office. Instructions given by courier or directly do not involve any parliamentary recommendation or use of the hand.

2. Benazir Waseela‑e‑Taleem
This program provides cash scholarships to children from BISP-eligible families to boost their academic motivation. Different amounts are given to primary, secondary, and higher secondary children every quarter (e.g., ₨1,500–2,000 for primary, ₨3,500–4,000 for secondary, etc.). These scholarships are subject to attendance (minimum 70–80%), admission, and certain income thresholds.
Registration Method:
- The mother of the child must first be a BISP sponsor.
- Online Registration (Waseela‑e‑Taleem App/Web Portal):
- Install “Waseela‑e‑Taleem Digital App” from the Google Play Store or the Web
- Mother creates an account by entering her CNIC
- Verify with OTP.
- Provide the child’s name, B-Form or CNIC number, date of birth, class, school EMIS code, and documents
- Submit the form; BISP verifies your information with NADRA and school data. You will receive an SMS via 8171 only after approval

Offline registration:
Visit the nearest BISP or Tehsil office, take your mother’s CNIC, your child’s B-Form, and school verification slip with you. Submit the documents, and after verification, the scholarship will be disbursed
3. Benazir Nashonuma
This program consists of cash and nutritional support for the health and development of pregnant women and children under two years of age. Micronutrition and essential vaccines are provided through child health screening, nutrition workshops, and mobile health units. The focus is on improving the nutritional status of the family and maternal health.

How to register:
Be part of a BISP sponsorship or other active program.
- Go to the relevant health centers or mobile units with the mother’s CNIC and the child’s/pregnant woman’s B form.
- The health officer enters the data, and if the eligibility is met, you are automatically enrolled in the program.
- Payments are sent separately or with the sponsorship through a biometric card.
4. Bachat Scheme
This program provides permanent financial inclusion to deserving women and mentally challenged people through microfinance and banking by providing secure bank accounts and government subsidies.

- Account opening is required with the support of the army or bank, mother should bring her CNIC.
- BISP or microfinance bank will provide a subsidy of about ₨500–₨1,000 per additional (from the government).
- After Bachat, more money is deposited in it every month/quarter, which can be used for a small business, children’s education, or health expenses in the future.
5 .Waseela-e-Haq & Waseela-e-Rozgar & Sehat
Waseela-e-Haq: Small loans are provided to women so that they can set up their small businesses.
Waseela-e–Rozgar: Vocational training is provided to deserving individuals so that they can get better job opportunities
.Waseela-e-Sehat: Financial assistance is provided for medical treatment expenses.

How to register:
First, you must be in the BISP sponsorship program.
- Go to the offices of the concerned department or training institute, and carry your CNIC and BISP receipt.
- For Waseela-e-Haq, a loan application is filled; for Rozgar, submit a training application form; for Sehat, referral and medical registration are done.
- After verification, you can access relevant courses, loans, or medical financial assistance
- All these programs are designed for social security, education, health, and financial self-reliance. Registration is based on reliable verification of the mother’s CNIC and NADRA/BISP data in almost all cases, and both online and paper-based methods are available. Thus, a coherent and transparent mechanism has been created.
